HARRISBURG - April 23, 1997 - C. Sue Willoughby, Director of Statewide Automation and Contract Administrator for the Administrative Office of Pennsylvania Courts, has been named to serve on the National Center for State Courts' (NCSC) Advisory Committee on Technology.

The ten-member committee Advisory Committee on Technology (ACT) plays an important role in helping guide the development of NCSC's technology programs for courts. The ACT provides oversight of the NCSC's national-scope Technology Information Service and the Court Technology Laboratory - as well as consolidated activities related to evaluation, marketing and project management. The ACT also serves in an advisory capacity to other technology projects funded by the federal government's State Justice Institute.

The committee is composed of two state court administrators, three trial court administrators, three judges and two judicial Management Information Systems (MIS) directors. Ms. Willoughby will be serving as a state-level MIS director.

Ms. Willoughby has served as Director of Statewide Automation for the AOPC since 1986 and helped lead the team which developed and implemented Pennsylvania's successful automated District Justice System. That system links Pennsylvania's 551 district justice offices and, for the first time in state history, provided district justices with modern, electronic tools to manage cases, track fines, fees and costs and increase collections.

Prior to joining the AOPC, she served as Director of Computer Services for the Democratic Caucus of the Pennsylvania House of Representatives from 1980 through 1986 and as Administrative Officer for the Pennsylvania Governor's Energy Council from 1976 through 1980.

A Butler native and Dauphin County resident, she is the author of several published articles on automation and has served as an instructor for courses on automation at a number of national conferences.
