Announces Promotions, Appointment of New Employees
HARRISBURG, July 22, 1997 - Nancy M. Sobolevitch, Court Administrator of Pennsylvania and head
of the Administrative Office of Pennsylvania Courts (AOPC), today announced the promotion of two employees
and the addition of three new staff members.
David Kutz was promoted to assistant manager of human resources and Kenneth Crump was promoted to
assistant manager of finance - budget.
Kutz, who formerly was a senior benefits counselor, will be responsible for assisting in the management
and oversight of all human resource functions within the AOPC. This includes oversight and development of
personnel policies and procedures, fringe benefit plans, classifications and pay plans, hiring and recruitment
programs, personnel transactions, legal compliance, and record keeping.
Crump formerly was a budget analyst in the financial systems unit. As assistant manager of finance -
budget in the financial systems unit, Crump will supervise development and monitoring of the Unified Judicial
System's $198 million budget. He also will assist in the analysis of special projects.
The three new employees are John W. Marsh, Jr., Esq., of Harrisburg, who is serving as an attorney in
support of the Judiciary's automated District Justice System; Jeannine J. Weiser, of Harrisburg, who is serving as
a
budget analyst; and Michael A. Sponsler, of Mechanicsburg, who is serving as a compensation analyst.
Marsh received his Juris Doctor of Law Degree from the University of Pittsburgh School of Law and his
Bachelor of Science Degree in Electrical Engineering from Bucknell University's College of Engineering. His legal
experience includes serving as judicial law clerk in Argument Court in Dauphin County Common Pleas Court; as a
law clerk for a private attorney and also for a law firm in Pittsburgh; and as a certified legal intern for the Child Abuse
and Neglect Clinic for the University of Pittsburgh School of Law. He also has served as a technical assistant for
Philadelphia Electric Co. and for a private certified public accountant in Charlotte, NC.

Weiser has served as a legislative budget analyst and was a budget analyst in the Governor's Budget Office.
She served as a Pennsylvania Management Intern with the state; was a research assistant for The Pennsylvania State
University; and office manager for a State College realty firm. She received a diploma in accounting from the Centre
Business School in State College, a Bachelor of Science Degree in Community Development and a Masters Degree in
Public Administration from The Pennsylvania State University.
Sponsler previously served as a personnel analyst with the Pennsylvania Department of Environmental
Protection, with the Arizona Department of Administration, and with the Pennsylvania Department of Transportation.
He also has served as a personnel consultant with a private consulting firm in Arizona and as a sales representative
with a Mechanicsburg company. He received a Bachelor of Science Degree in Business Administration from
Shippensburg University.
