Under 18 Pa.C.S. 9311(a) (relating to selection of special independent prosecutor's panel), the Court Administrator of Pennsylvania is required to determine and supervise the procedure for selecting members of the panel.

In accordance with 18 Pa.C.S. 9311(a), a panel composed of one judge of the Commonwealth Court and two judges of the Courts of Common Pleas were chosen at random. The judges selected were: the Honorable Rochelle S. Friedman of Commonwealth Court, the Honorable Paul W. Tressler of Montgomery County Court of Common Pleas, and the Honorable Donald E. Machen of Allegheny County Court of Common Pleas.
