In the DJS, the OTN is assigned to retail theft cases at Fingerprint Order Entry. Defendants 16 years of age and older charged with retail theft must be fingerprinted in order to discover how many times the defendant has been convicted of this offense (18 Pa.C.S.A. § 3929). The results of the fingerprinting determine the grading of the offense. If LiveScan technology has been used to fingerprint the defendant, the LiveScan machine provides the arresting agency with a proposed OTN that should then be provided to the District Justice. Defendants who are fingerprinted on a LiveScan machine may have their prints taken before the case is brought to the District Justice office for docketing. When a LiveScan is performed, a Criminal History should be delivered with the case. Having the Criminal History allows the District Justice to immediately enter the grading without having to request a Criminal History through the Fingerprint Order. When the police provide you with a proposed OTN from the LiveScan machine, you can now record that number on the DJS and record the grading without having to print a Fingerprint Order (AOPC 405). A new Fingerprint Order Action Code, ROTN (Record OTN), has been created for this purpose. VERSION 4 Modification 4.26 September 7, 2000 Page 2 of 4 Proposed OTNs are recorded in Non-Traffic cases from the Fingerprint Order Entry screen. To record a proposed OTN: 1. From the Actions Menu, type 6 (Fingerprint Order) and press . 2. Type ROTN (Record OTN) in the Action Code field or press to select the code from a pop-up window. 3. Type the date of the fingerprinting with LiveScan technology in the Action Date field and press . 4. Type N for no in the Assign OTN? field. 5. In the OTN field, type the proposed OTN and press . The warning message, CSW0092 - PLEASE VERIFY THAT THE OTN NUMBER IS CORRECT, will display. 6. After verifying, press . A pop-up window listing the charges will display. 7. Place an X next to the retail theft charge in the pop -up window. The system will automatically take you to the Grading Results Entry screen, where you will be able to grade each charge based on the results of the LiveScan. For more information on recording grading, refer to the section entitled Grading in Chapter GG - Events Results Menu of the Non-Traffic Manual. When a case is being docketed prior to fingerprinting, answer Assign OTN? with Y for yes and proceed to issue a Fingerprint Order in the usual way. If a grading has not been recorded when you attempt to enter Case Disposition, an error message, CSE0539 - ALL RETAIL THEFT CHARGES MUST HAVE A GRADING will display. When you attempt to enter Final Charges and Fines and the Fingerprint Order option has been skipped, CSE0538 - AN OTN HAS NOT BEEN ASSIGNED TO THE CASE, will display. For more information on Fingerprint Orders, refer to Chapter H - Actions Menu of the Criminal Manual or Chapter HH - Actions Menu of the Non-Traffic Manual. LIVESCAN TRACKING NUMBER BOX ADDED TO CRIMINAL COMPLAINT A box has been added to the Police Criminal Complaint (AOPC 412) to allow police to record proposed OTNs generated by LiveScan machines. A box labeled LiveScan Tracking Number has been placed on the form between the boxes labeled Complaint/Incident Number and Complaint/Incident Number if Other Participants. When the police obtain a proposed OTN from the LiveScan machine prior to filing the complaint in the District Justice office, they should write that proposed OTN in the new LiveScan Tracking Number box on the Police Criminal Complaint (AOPC 412). When docketing the complaint, District Justice staff should answer the question Assign OTN? (Y/N) with N for no and type the proposed OTN, which appears in the LiveScan Tracking Number field on the complaint, in the OTN field. Alternatively, the District Justice office should provide the police with an OTN if the case is docketed prior to the defendant being processed through a LiveScan machine.
