C17_1999     Lists cases with payment disbursed to the C17 cost type
             for 1999.
C17_2000     Lists cases with payment disbursed to the C17 cost type 
             for 2000.
C17_2001     Lists cases with payment disbursed to the C17 cost type
             For 2001.
