This document provides information on the procedures for downloading data developed from the Statewide Automated District Justice System (DJS). It provides information on the hardware and software specifications for establishing a connection to the Internet. In addition, it describes data types and formats available.
2.0 Establish a Connection
To establish a connection to gather data produced from the DJS, you will need a personal computer, an Internet provider and a web browser software. You will also need to register with the AOPC.
2.1 User Registration
Based on your intended use, you will be granted a username and password.
2.2 Data Availability
Scheduled, recurring data transfers can generally be arranged as requested. Special requests are transferred at the completion of the project. Data is available 24 hours per day, all year long.
EDIOU is an electronic data interchange file developed by AOPC. The file contains all Criminal Case information as it has been entered or updated on a given day. The file is apporoximately twenty four hours old at the time of pick up. In addition to criminal data, we also offer traffic and non-traffic data. This information is used by law enforcement agencies for gathering of dispositions and other pertinent information. This data is available daily and is free of charge to all government users.
3.1 Transfer File - CNTCxxP
This transfer file contains all the previous days new entries and updates. The file is an ASCII fixed length file. File descriptions will follow later in this document.
3.1.1 Date Format
Date information is contained in a seven digit format as follows:

3.1.3 Data in the Transfer File
This file contains the pertinent information on criminal, traffic and non-traffic cases. As a data record is changed in a DJ office a "before" and "after" image of The data is recorded in journal files. These journal files are transmitted to Central
Site and used to create a back-up image copy of the DJ office and also to update statewide files. As all updates and new information for the day at each district justice office is posted ot the statewide file, a program extracts the changes into each judicial district's transfer file.
Information on criminal, traffic and non-traffic cases at the district justice's office is stored in a relational database made up of a number of files linked (or related) by common keys. Thus, information about the defendant and any other party in a case is stored in the interested party file and information about the disposition of a case is stored in the disposition file. In creating the data for the CNTCxxP file, the records in those files are placed as individual records in the transfer file. The data is distinguished from one another by record type designations. Thus, information from the interested party file is a record type IP.
3.1.4 Record Sequence
Records in the transfer file are in "natural order" i.e. the records are in the sequence order of how information was entered in the District Justice office. Files can be ordered differently as needed. Contact the EDI Coordinator with your request.
